Firstly, there is a HUUUUGGEEEEEE difference between a Millionaire and a Billionaire, the latter being 1,000 million. Al Fayed is trying to run a self sustainable football club, as a business, in which he has a personal interest in, he cant AFFORD to go throwing mad amounts of money around unlike Abramovich.
The Russian is well known for his lavish spending, jewelry, exotic holidays, yachts, you name it, hes bought it, so when he bought Chelsea, with a fortune of around £8 billion (8 thousand million), its a little bit different, he is not at Chelsea for the money, it is a non sustainable business model, he has ammased the club with hundred of millions of pounds worth of debt, screw them over royally when he wants the money back so he can leave the club in ruins)which he has written off with a non-interest loan (which he will probably never claim back, unless he gets bored of his toy and decides to screw the club over royally by asking for it back).
Chelsea football club is consistently losing money. A major factor is the fact that they pay their players over inflated wages, averaging around £100,000 a week EACH for the first team squad, not to mention bonuses, tens of millions in transfer fees, and costs of running the club it is easy to see why people hate them. They have technically BOUGHT their success, whilst other clubs work hard for it, they live in a fantasy world where they have never ending resources to make themselves bigger and better. Man City are in a similar situation after some very rich men from Abu Dhabi bought them over, however they are working towards a more sustainable business model which will lead to over profits over the medium term, say 5 to 10 years. The sooner the likes of these billionaire oligarphs are out the game the better, football clubs are not play things, they are peoples livelyhood, and puts other clubs in a difficult position trying to catch up to something which they cant possibly live up to.
